How to travel to Puerto Rico with your dog
I’m a veterinary technician who loves to travel with my husband and our toy poodles named Klein and Buster (now passed).
I have traveled to Puerto Rico several times with my small dogs in the cabin with me from the mainland US. We recently relocated to Puerto Rico since my husband grew up here, and we both love the laid-back vibes and amazing scenery the island has to offer.
Lots of people dream of visiting beaches and islands with the stunningly clear water of the Caribbean. Islands are often difficult to visit with dogs. Puerto Rico’s connections to the US make it significantly easier to visit than some other island destinations you might be dreaming of. How do I get to Puerto Rico from the mainland United States?
A plane ticket is required for each pet and only one pet is allowed to travel with each passenger. Check with your airline for their requirements and fees.
If you plan on flying with your pet, do not book your flight through a third-party service such as Expedia, book directly with the airline.
I have only flown with my pets on JetBlue and it has always been a very smooth and easy process. I have actually found that I get through security even quicker than normal when traveling with my dog.
Jet Blue Pet Policy to Puerto Rico
- The pet fee is $125 each way and can be added in the Extras section during booking.
- A maximum of two pets per traveler is allowed, each in their own carrier. In order to bring a second pet, a second seat and pet fee must be paid.
Flying with a big dog
As usual, flying with a larger dog is much more difficult. Recently, a pet parent looking to move from the mainland US to PR found the only way to get his dog there was through AA Cargo
What documents or paperwork will I need to travel with my dog or cat to Puerto Rico?
From the mainland United States, an interstate health certificate is required for travel. This requires a vet appointment with a licensed veterinarian to ensure the animal is free of any communicable diseases. The health certificate must be issued within 10 days of travel and is good for 30 days after issue.
Any cat or dog over 4 months of age is required to be up to date on rabies vaccination. Take a copy of their current rabies vaccination certificate with you when traveling.
The USDA website also states that all cats and dogs should be microchipped. However, no one has ever verified my pet’s microchip (it is a good idea to microchip your pet, however). Visit the USDA website regarding travel entry requirements for all animals.
Once I get to Puerto Rico, how do I get around with my dog?
Public transportation
Outside of San Juan, there is not really much public transportation here. A rental car is strongly recommended if traveling outside of the San Juan metro area.

Traveling in Ubers and Taxis in Puerto Rico
I have taken my dog in Ubers and taxis here, and I’ve never had a problem bringing them with me.
Traveling with a dog on Ferries in Puerto Rico
I have taken dogs on the ferries and on a boat through a private company to Mata La Gata, and I have never had a problem.
Ferries to the smaller islands of Vieques or Culebra – If you travel in the winter the ride over on the ferry can be very rough with choppy waters though so be wary of that.
The ferry leaves from Ceiba to both islands and the ferry website and signage states that animals must be in a carrier. However, I have seen dogs traveling outside of theirs and have also traveled with my dog on my lap outside of his carrier. There is a $2 (as of January 2023) charge for kenneled animals.

Renting a car in Puerto Rico
Most of the places discussed in this post would require getting a rental car. San Juan is a great place to visit that is full of history and fun things to do, but many travelers and locals would recommend a trip outside of the city to fully experience the beauty of the island.

There are many options available at the airports for rental cars including major rental companies like Enterprise, Budget, and Avis.
There are also some locally owned rental companies such as Beep Beep Jeep and Aqui Coqui.
I have rented Jeeps from local companies on both Culebra and Vieques islands and have never had an issue renting one with my dogs. A rental car or golf cart are strongly recommended if traveling to Vieques or Culebra. Taxis are available but not reliable.
Flying to Culebra and Vieques
It is also possible to fly to either island. However, I have not personally done this.
Is It safe for my dog to visit Puerto Rico?
How do I keep my dog safe in hot and humid weather?
Puerto Rico is very dog friendly! The weather is beautiful and tropical and is wonderful for outdoor activities with your dog. However, exercise caution when outside during the warmest parts of the day to protect your dog from overheating.
Early morning and evening are best for hiking and beaches if there is little shade available. Hot pavement and hot sand can burn your pet’s paws.
Pets naturally run a few degrees warmer than people do, and they do not sweat in the same way that humans can to cool off. Heatstroke can happen quickly if you are not careful, especially in brachycephalic, very young, and older pets.
Bring lots of fresh water wherever you go.
How do I keep my dog safe in the ocean in Puerto Rico?
If you are going to let your dog swim in the ocean, always check the water conditions for that day before going. Rip currents and high waves are common in the winter months, especially on the northeastern and northwestern areas of the island. The ocean is generally calmer on the south coast in winter.
How do I keep my dog safe from street dogs in Puerto Rico?
Puerto Rico does have a large population of stray dogs and cats. In general, they are friendly and often timid and will usually stay away from you unless you acknowledge them.
San Juan, Puerto Rico: best dog-friendly things to do in and around San Juan
The Paseo del Morro, Old San Juan
The Paseo del Morro is about a mile-long, flat paved walk around the city with great ocean views. It’s a very easy but beautiful walk and will take you to the Puerta de San Juan in Old San Juan. Only service animals are allowed inside El Morro, but leashed dogs are welcome on the vast grassy area outside of the fortress.
Condado dog park
The Condado dog park just had some renovations done (March 2023) and has a cool little agility course for dogs to run around and play.
Ocean Park Beach, Condado
Ocean Park Beach in Condado also is a great spot for a beach day with your pup.
Kayak Tours
There are several companies that offer kayak tours in San Juan and many boating charters. I have not personally taken my dog on any but have seen dogs on kayaks and boats. If you would like to do an excursion, it never hurts to call the company and ask if they are pet friendly.
Puerto Rico Beaches, hiking and other great activities for dogs around the main island
El Yunque
The trails in El Yunque are pet-friendly. However, only service animals are allowed inside the buildings at the park.
Dogs should be leashed while on the trails. Angelito Trail is a short, shady, and easy trail that leads to a waterfall. For a more challenging but not overly strenuous hike check out the Mount Britton Tower Trail.
Guanica
The town of Guanica is located on the south coast of the island and offers many great beaches and areas to hike.
Playa Manglillo
Playa Manglillo is a small beach that has covered picnic tables so shade is available all day. The ocean is very calm due to the mangroves, so it is great for swimming.
Playa La Jungla
Playa La Jungla is another beach, they do charge $2 to get in depending on the day and the season but it’s worth it. If the gate is closed, it is about a 10-minute hike down to the beach.
State forest of Guanica
The state forest of Guanica offers many trails to hike. I especially enjoy the trail to the top of Fuerte Caprón, it’s about a 30-minute hike to the top, rocky, but not difficult. The 360-degree views from the top are amazing.
Biobay in La Parguera
La Parguera is nearby and is a cute little town that has a great biobay. If you are traveling close to the new moon it is worth checking out.
I have taken my dog with me on a boat over to Cayo Mata la Gata. However, I know that the area has suffered damage from hurricanes and tours are currently not operating (as of January 2023).
I would check with the tour companies directly to see if they allow dogs and what tours are currently running.
Cabo Rojo
On the southwestern tip of the island, the town of Cabo Rojo offers great beaches. Playa Buye does not allow dogs. However, I have seen many dogs here regardless of the posted signs.
El Combate and and Boqueron beaches allow dogs. Boqueron has a large grassy area that has plenty of shade in the afternoon.
Hike the trail up to Faro Los Morrillos de Cabo Rojo for spectacular views of the ocean and the cliffs, then head to Playuela beach to cool off in the water.
Rincón
In Rincón, Playa Doña Lala is my favorite beach for the calm waters, shady areas and close proximity to restaurants.
Check out the lighthouse Faro Punta Higueras while you’re in town.
Hit up the Ola Sunset Café for a massive and delicious mojito. Bring cash as they do not accept cards. The sunsets here are incredible!
You can walk down to Domes beach after you sip your drink to check out the surfers.

Rincon Paddle Boards offers dog-friendly excursions if you would like to experience paddleboarding with your pup!
Great dog-friendly things to do on Vieques, Culebra
If you want to go to one of the smaller islands, Vieques or Culebra, I’ve taken dogs to both islands and it has been easy. Airbnb is your best option for pet-friendly accommodations.
Both islands are very much for beach bums. Snorkeling is a popular activity here. If you are looking for a lot of nightlife, head back to the mainland. Vieques and Culebra are perfect for disconnecting from everything and just enjoying the beauty of nature with your pup!
Be aware that dogs are not allowed on Flamenco beach on Culebra island.
Dog-friendly restaurants in Puerto Rico
Many restaurants across the island offer outdoor seating and typically allow pets, so the options for dining are plentiful.
The Kioskos de Luquillo are located on the northeast corner of the island and offer many options for typical Puerto Rican food and drinks. They are right by Luquillo beach which has calm, lovely waters for swimming.

Vacation rentals
Many Airbnbs and VRBOs all over the island also accept pets, some charge a fee and some do not. Outside of San Juan, Airbnb is your best option for pet-friendly accommodations.
Puerto Rico Dog Rescue – Helping Homeless Dogs
Flight Angels is a rescue group in Puerto Rico that rescues, vets, and transports abandoned or homeless cats and dogs on the island and connects them with forever homes on the mainland US.
If you are traveling from Puerto Rico and have travelers that are not already traveling with a pet, please consider signing up to be a flight angel.
The rescue takes care of all the paperwork and fees and will bring the animal to the airport for you. All you need to do is escort them to their new family at your destination airport!

Any time is a great time to visit Puerto Rico! I personally love to visit during the winter holidays. Puerto Rico has the longest holiday season in the world! June through November is hurricane season here, so be aware of that if traveling during these months. Power outages can occur any time regardless of the season. However, most large hotels and some Airbnbs have backup generators.
